TIER 1: UNIVERSAL SYSTEMS

Build the foundation with clear expectations, explicit instruction, and consistent practices across all classrooms.

TIER 2: TARGETED INTERVENTIONS

Intervene early with small-group lessons, Check-In/Check-Out systems, and progress monitoring that keep students on track.

TIER 3: INTENSIVE

Provide individualized, function-based interventions, and frequent data review for students with the most significant needs.
